- Merchandise (e.g., souvenirs, programs, and other similar goods) can produce significant revenue here.

- Do the promoters to get profit from that?

- Promoters generally do not share in these receipts and, for the most part, promoters prefer to stay away from program and food sales. - Yeas, there are. In Los Angeles' Dodger Stadium there is an organization that sells products for the promoter within the stadium. The promoter works a profit split with the organization and the organization gives Dodger Stadium a piece of a pie as well.

- This kind of arrangement can be found in many stadiums across the country.

- Does each stadium have its own policy?

- Sure. Each stadium will have its own policy and there are almost as many policies as stadiums.

- What can help a manager/promoter in negotiating splits here?

- In markets where there is an abundance of venues and significant number of open dates, promoters have additional leverage in negotiating splits with programs and other merchandise sales.

A CASE STUDY

As anecdotes, the following stories are amusing. But for those promoting the 1984 Olympic Games, two occurrences—the "incident at Lake Casitas" and the "Libyan Connection"—were anything but funny.

It all started with the site selection for the 1984 Olympic rowing competition. The

1984 Games in Los Angeles were noted for the myriad venues that were utilized—from San Diego in the south to Ventura County in the north (a distance of approximately 200 miles).

Lake Casitas, which is located just north of Los Angeles, is a picturesque,

sprawling waterway that is used by fishermen throughout southern California. Activities on the Lake are controlled by the Ventura County Department of Fish & Game, which, along with the city, was proud to showcase the charming spot. Everything went smoothly until a little-known law suddenly became an issue. In Ventura County, any waterway that is used for drinking water cannot be used for swimming, and although those Olympic competitors on the Lake would not be donning their trunks, they did have a tradition of tossing the winning coxswain in the water following a match. To the Ventura County Fish & Game people, that was akin to swimming. The Olympic Games and the small Fish & Game department found themselves in a standoff.



The International Rowing Federation did not demand a change of venue or anything drastic when the problem developed. Instead, the officials left the solving of the problem to the local organizing committee and the community.

Not to be outdone by this watery dilemma, officials in Washington, D.C., were about to introduce another problem: A Libyan journalist accompanying his country's athletes and coaches to Los Angeles ran into a government roadblock. The U.S. State Department denied his entry on the grounds he was a "high risk" visitor. The Libyans retaliated and pulled out of the Games.

No one, of course, will ever know the real reason the Libyans pulled out. Was it true political indignation or just a political maneuver designed to increase its visibility with other Third World countries? Nor will anyone ever know if there was a particular agenda behind the State Department's giving a "high risk" classification to the journalist.

DEALING WITH THE PUBLIC SECTOR

 

A lot of examples illustrate the problems that can be encountered by promoters/managers when it comes to staging events and dealing with the public and the private sectors. The 1984 Games were staged by a private entity, but they involved officials ranging from local city councilpeople to the State Department, FBI, and CIA. There are, in fact, few events that can be staged without involving some government entity.

Of course, not all events are going to cause stirrings in Washington, D.C., but surprisingly, a local event can cause ramifications at the state level. Once again, take the 1984 Games, for example. Although they were held primarily in Los Angeles County, there were extensive dealings with the state when it came to selecting venues. The Coliseum, where all track and field events were held, was (at the time) governed by a triumvirate— the city of Los Angeles, the county of Los Angeles, and the state of California. (Los Angeles is not the only city to have a venue with this type of unusual arrangement.) Each entity had three votes and nothing happened without a majority approval from the nine members.



Obviously, dealing with three different government bodies takes time—and that is a critical factor that must be considered when dealing with a publicly owned venue Remember, if dealing with the public sector, allow extra time. The government moves very slowly. It sometimes moves inexplicably, as well.
