Each international or major national sport has a governing body that sets the site selection rules. Not all international/national sports generate high guarantees. It depends upon supply and demand. International federations want more than a profit. They want their athletes to be treated well. International federations are interested in propagating their sports. Promoters/managers have two markets to sell—the international federations or national governing bodies and the consumers who will (hopefully) attend the event. Promoters/managers need to keep abreast of activities in the international/national arena by reading trade journals that specialize in reporting on events. Promoters/managers should remember that a date scheduled at a university is not definite until every department in the school approves it. Venues vary and promoters/managers will find that in some they can negotiate for a portion of the parking, concessions, and programs.. The most critical element in promoting an event is budgeting properly so that cash flow does not become a problem. Without the cash to support the right promotion effort, it is almost impossible for the event to be a success.

Regardless of the popularity of a particular sport and the muscle the gov­erning bodies may have, the winning bid is not always the highest. International bodies want more than a good price and profit. They want the people they bring to a community treated well. World-class athletes and performers are celebrities and the federations like to have them dealt with in that manner. Part of that preferred treatment means that the event must be thoroughly organized and trouble-free. International governing bodies know that if they return to the same market all the time, they will eventually reach a point of diminishing returns; each time, they will find fewer people to introduce to the sport.

The future of the sport—and the revenue it can generate—depends upon demand. More fans and followers translate into growth. When bidding, the promoters who take that into consideration and make it part of their proposal are ahead of the game.
