Doubt cast on the Premier





Prime Minister Tony Blair conceded privately that Iraq did not have quickly deployable weapons or mass destruction as the British government was claiming as justification for war, Robin Cook, the former foreign secretary, said Sunday.

Cook said that the prime minister also made it clear to him in a conversation two weeks before combat operations began that he did not believe Saddam Hussein’s weapons posed a “real and present danger” to Britain.

“I am certain,” Cook writes, “the real reason he went to war was that he found it easier to resist the public opinion ofBritain than the request of the president of the United States.”

Mr Blair was so close to Mr Bush that the other presidents and prime ministers of Europe beat a path to Downing Street to be briefed on what America was really thinking. It made Mr Blair a disproportionately honoured guest in Jerusalem, Gaza, Delhi, Riyadh, Islamabad – you name it. But this particular party is now over. One thing that has ended it is the changing mood in Britain. Voters – or, at least, the editorialists who claim to speak tor voters – say that it is time for Mr Blair to stay home a while and concentrate on his day job.

US public school system remains a disgrace. Only a third of its pupils make it to the end of the course. Two numbers hang over it as a constant reprimand: one and 14. The city’s public-school children have less than a one-in-14 chance of graduating on time and being able to perform adequately at basic subjects. But they have a more than one-in-14 chance of being a victim of crime dining their years in school.

America’s mayors are belatedly trying to take direct control of schools. And George Bush has just pushed through an education bill that should eventually make schools more accountable for their results. The so-called vouchers represent the biggest potential for reform.

HANDS UP FOR VOUCHERS

The Cleveland (Ohio) voucher programme was originally set up as a response to the catastrophic failure of the city’s public schools.

The state decided on a modest experiment: to give parents a voucher that could be used to send their children to a range of schools, including local religious schools.

The vouchers allow poor parents to choose where to spend the money the city or the state allots for their children’s education. In particular, they can take their children out of failing public schools and put them into private ones

Supporters have hailed the scheme as the best chance of reforming America’s lousy public school system. But there is a hitch. In Cleveland, as in most big cities in America, most private schools are faith-based ones. Opponents of vouchers claim that spending public money at these schools violates the constitution’s separation of church and state. Moreover, the separation of church and state is a good thing: the events of September 11th have certainly not lessened our desire to keep religious zealotry out of classrooms. And far more serous is a worry that the more children quit the public system, the worse the remaining public schools will become.

The bitter debate over faith-based schools should not be allowed to obscure the central rationale for vouchers: to improve the wretched education that too many poor American children receive. That is a credo that all Americans, whatever their beliefs, can rally round.

Anyone who can afford to attend one is either foolish or has parents with money to burn. I applied to both Warwick and Nottingham, but am now happy not to have gone to either.

Like public schools, they would no longer be eligible for, or indeed require, government grants since they would be self-sufficient. Most foreign nationals scorn those Americans who make no effort to learn the local tongue. The American practice of living in self-imposed ghettos – where only English is spoken – is particularly irksome. “We call them ‘the lazy Americans’,” says a Mexican auto executive. “They can’t read the local papers and don’t want to. They are out of touch with the local business scene. Yet Detroit lets them make the decisions”.

The American predilection for English is hardly discouraged in the country’s schools. At least 20 percent of the nation’s high schools teach no foreign languages at all.

Still, there are many students who want to learn foreign languages. Some study Spanish so they can understand the country’s growing. Hispanic population; others want to study the language of their immigrant ancestors, another reason for an interest in learning a foreign language is the tight job market. “If you have two qualified people applying for a job at an international firm and only one speaks a foreign language, it’s obvious who will be chosen,” says Blanche Hamilton, who runs the foreign-language program in Atlanta’s public schools.

ПЕРЕВОДЧЕСКИЙ КОММЕНТАРИЙ

Жанрово-стилистические особенности газетных текстов

По жанрово-стилистической принадлежности материал, представленный в газете, можно в общих чертах разделать на три группы:

- документально-деловые материалы (ноты, декларации, коммюнике, договоры);

- публицистические (критические и полемические статьи, фельетоны, памфлеты, речи);

- информационные сообщения.

В каждой из этих групп материалов имеются свои особенности, которые побуждают переводчика по-разномурешать задачи адекватности перевода.

Цель газетно-информационного текста – сообщить читателю какие-то факты в ясной, недвусмысленной форме, поэтому в текстах этого жанра почти отсутствуют экспрессивные средства. Стиль текстов однообразен, индивидуальность авторов проявляется слабо. Для текстов данного жанра характерна высекая насыщенность стереотипными языковыми средствами. В них употребляется много общеполитических терминов, названий политических партий, организаций, учреждений, наименования титулов, званий занимаемых постов и т. п. Типичным является также постоянное использование имен собственных, географических названий, общепринятых аббревиатур и контекстуальных сокращений. Почти в каждой статье указываются даты соответствующих событий, часто употребляются числительные. Такие языковые средства, как правило, имеют постоянные эквиваленты в других языках и переводятся вне зависимости от контекстуального окружения.

 

Публицистический стиль

Цель публицистических текстов в отличие от информационных сообщений состоит не только в том, чтобы проинформировать читателя по какому-либо вопросу, но и воздействовать на него, поэтому в них наблюдается меньшая стереотипность грамматических, лексических и стилистических средств Авторы таких текстов обычно стремятся не только выразить свое субъективное отношение к описываемым событиям и фактам, но и убедить читателя в правильности своих положений. Этим объясняется широкое использование образных и эмоциональных элементов словаря и грамматики, восклицательных и вопросительно-риторических конструкций, бытовой лексики фразеологических единиц, элементов просторечия, различных средств художественной образности.

Все это характерно и для художественного стиля. Поэтому в отличие от текстов официально-делового стиля тексты публицистического жанра переводить качественно гораздо труднее. Качество перевода в этом случае зависит от выделяемого на перевод количества времени. В результате перевод может быть сделан «близко к тексту», конечно, без нарушения принципа адекватности перевода (например, перевод с листа без предварительной подготовки) или с соблюдением всех литературных норм русского языка (письменный перевод, перевод с листа с предварительной подготовкой) Сравним два варианта перевода следующего предложения:

Few, if any, countries have a perfectly clean record in their treatment of exports and imports.

1. Немногие страны, если такие и есть, имеют абсолютную, безупречную репутацию в своем обращении с экспортом и импортом.

2. Вряд ли найдется страна, которая может похвастаться безупречной репутацией в проведении своей экспортно-импортной политики.

 

Перевод географических названий и собственных имен

Географическое названия имеют одно лексическое значение и в английском, и в русском языках, но каждый язык выражает это значение чаще всего своим способом. Поэтому только словарь поможет передать географические названия адекватно. Например, совершенно невозможно передать без словаря с русского языка на английский и наоборот следующие географические названия, если вы встречаетесь с ними впервые:

Cape Kennedy – Мыс Кеннеди

но:

Cape May – Мыс Кейп-Мей

Cape Verde Islands – Острова Зеленого Мыса

Kara Strait – пролив Карские Ворота

Montenegro – Черногория

Beijing – Пекин

Словарь позволяет не только правильно озвучить географическое название, но и правильно оформить его грамматически. Например:

Филиппины находятся (мн. ч.) в Юго-Восточной Азии.

The Philippines lies (sing.) in South-East Asia.

Словарь, конечно, не дает формулировку правила, согласно которому и все другие географические названия, оканчивающиеся на “s”, используются как существительные в единственном числе. Например, The Netherlands is of often сalled Holland. The United Arab Emirates is a monarchy. The United States of America isa Republic of 50 states. The Algiers; Athens; Brussels; Naples; Wales is.

Перевод собственных имен

Авторы учебных пособий по переводу обычно предлагают передавать неизвестные переводчику собственные имена на русский язык с помощью транскрипции (фонетический способ), либо (реже) транслитерации (графический способ). Вместе с тем они подчеркивают, что имена политических деятелей, писателей, художников необходимо записывать в специальный словарь переводчика для справок, поскольку ни графический, ни фонетический способы часто не подходят для передачи, например, арабских или японских имен. Недаром многие японцы, работая в США, берут себе какое либо американское имя (для удобства). “Just call me Andy”, пишет Mr. Takani.

У арабских правителей среднее имя имеет конкретное содержание, перепутать которое небезопасно. Например, среднее имя бывшею президента Заира пишется так: Mobute sese seko kuku Mgbengu wa za Banga, что означает The all powerful worrier, who because of his endurance and inflexible will to win will go fromconquest to conquest leaving fire in his wake.

Если переводчику не удалось найти в словаре, как передается на русский язык какое-либо имя, он может в крайнем случае оставить в переводе имя втаком виде, в каком оно дается в оригинале, без каких-либо изменений.
